In fact, Ryan is hoping to put forward a program that be adopted by the eventual GOP presidential nominee, including a long-promised but never-delivered alternative to Obamacare.
McConnell meanwhile, who has a slimmer majority in the Senate, is looking to tread carefully, and other than some spending bills to keep things afloat, has no real agenda other than to be laser-focused on protecting their majority thru the next elections. So, in the end, from Capitol Hill in 2016, invert the Elvis lyric… a little more conversation, a little less action.
