President Obama ordered Congress to close Guantanamo Bay prison or face a slashed military budget via the National Defense Authorization Act.
Such is the way things work with a leftist, lame duck president who fights more for his base than he does for his country.

As White House spokesman Josh Earnest explained, the defense funding bill would be vetoed “principally because of the irresponsible way that it funds our national defense priorities, but also because of the efforts to prevent the closure [of] the prison at Guantanamo Bay.”
The NDAA bill has been passed for five decades.
Obama, however, wants Gitmo closed because he thinks it inflames terrorist opinion regarding the United States. Also, Cuba has demanded the U.S. return Gitmo, located on Fidel Castro’s island.
