It was 20 years ago that a 9-year-old girl named Amber Hagerman was grabbed off a street in Arlington, Texas as she rode her bicycle a few blocks from home. Her body was later found in a drainage ditch in a different part of the city. Despite the thousands of tips that have poured in since Jan. 13, 1996, the child’s murder is unsolved. But Amber’s legacy is the national alert system that bears her name.
