The intersection of Waters and North Boulevard is closed and will be for several hours due to a water main break and downed power lines.
A woman, 52-year-old Carmen George swerved to avoid hitting a dog in the road and crashed into a fire hydrant. She was taken to the hospital after the crash and her condition has not been released.
Officials say the crash broke the water main, flooded the streets and affected the power lines and traffic lights.
Crews are working to repair the water main but the intersection is expected to closed through until early this afternoon.
