U.S., EUROPEAN UNION HIT RUSSIA WITH NEW SANCTIONS

The United States and the European Union hit Russia with new sanctions Tuesday, as they escalated a major diplomatic battle with Russian President Vladimir Putin. The new penalties are designed to “increase the pressure on Russia” to stop support of separatist violence in Ukraine, President Obama said at the White House. The Treasury Department released a list of Russian banks that are blocked from transactions with Americans, including the Bank of Moscow and the Russian Agricultural Bank. BOEHNER CALLS IMPEACHMENT TALK A “SCAM”; HOUSE SERIOUSLY SCALES BACK FUNDING FOR BORDER CRISIS

Sarah Palin may have demanded that President Barack Obama be impeached and tea party Republicans may have flirted with the idea as well, but House Speaker John Boehner declared Tuesday that such talk was all a “scam” dreamed up by the White House as Boehner’s lawsuit against the President takes shape. And on Tuesday, House Republicans unveiled their plan to stem the surge of undocumented child migrants from Central Americaat the southern border, proposing to spend $659 million – well short of the $3.7 billion President Obama seeks – to ease the humanitarian crisis after weeks of internal divisions and just days before Congress adjourns for its five-week August break. At 7:10 ABC’s Ann Compton will join us to discuss.

SPRAWLING MARIJUANA FARM FOUND IN SOUTHEAST TEXAS

A deer hunter has stumbled across a gigantic pot farm, complete with electric generators and an elaborate irrigation system, in southeast Texas. For the last two days, law enforcers and jail inmates have been working to pull up an estimated 100,000 individual marijuana plants. One apparent pot farmer is in custody and law enforcers are looking for others. ABC’s Jim Ryan has the story from Dallas/Ft. Worth.

THINKING ABOUT CATCHING SOME RAYS? DON’T.

America’s top doctor has declared skin cancer “a major public health problem that requires immediate action.” Surgeon General Boris Lushniak’s office issued a report saying, basically, we need to stay out of the sun. Even though most skin cancers can be prevented, the report says, the number of cases – including melanoma, the deadliest form of skin cancer – is going up. The report comes on the heels of an FDA rule requiring warning stickers on tanning beds. Meanwhile, that same agency has been slow to approve the use of sunscreen ingredients that have proven effective in Europe. At 8:25 ABC’s Scott Goldberg will join us.
