Barry is the second named tropical storm of the 2013 Atlantic hurricane season. Andrea hit Florida earlier this month.
The National Hurricane Center in Miami said Barry is drenching areas in its path with between 3 and 10 inches of rain, raising the threat of flash floods.
As of 2:45 p.m. ET, Barry was 75 miles east-northeast of Veracruz. It was moving west at 10 mph and had maximum sustained winds of 40 mph. A tropical storm warning was in effect in Mexico from Punta El Lagarto to Barra de Nautla.
