According to detectives, their investigation began on Monday when the suspect came forward and said she had been sexually battered.
Detectives say the crime happened in a room on the campus of Dixie Hollins High School. The victim did not know the suspects, police say.
The suspects are both charged with one count of sexual battery.
They have been transported to the Pinellas Juvenile Assessment Center. A judge released them Thursday morning and placed them on house arrest because they do not have criminal records.
