FLORIDA – Transportation Security Administration has launched program back in 2007 that uses “behavior indicators” to identify potential terrorists instead of using racial profiling.
Screening of Passengers by Observation, or SPOT, is a $900 million program that employs behavior detection officers trained to identify suspicious behavior or behavior linked to someone about to carry out an act of terrorism.
The problem is over the course of 8 years it hasn’t lead to one arrest.
