WASHINGTON – Congress and the President have fought since the beginning of the Republic over who has the power to start wars.
Now, President Obama is throwing congress a curve ball in his ongoing battle against the militant group ISIS. He is actually asking Congress to “limit” what he can and how long he can do it.
