Police: Man Padlocked Disabled Brother

A Sarasota man is accused of not only neglecting his disabled brother but also padlocking his disabled brother in a room. Stephens Newell,66, was charged with neglect of a disabled elderly person on Friday.

The police say they discovered his 62-year-old brother while serving a final eviction notice to Newell’s property.  They had to use a crow bar to free the man who had been living in a room that had a strong smell of urine and feces.

The room had no food or water and the man was “saturated” in human waste according to reports.
