Hillsborough County Fire Rescue on scene of overturned semi that has the on ramp to W/B I-4 from Hwy 579 (exit 10) completely blocked. West bound I-4 Traffic through is not affected.
The truck is reported to be hauling fertilizer, HCFR said.
