New Laws Take Effect January 1

The new year brings with it a raft of new laws across the country. In California, undocumented immigrants will be able to apply for a driver’s license. Police departments in Illinois will no longer be able to use “citation quotas” to boost ticket-writing.

The minimum wage will rise in 20 states…but not for home health-care workers. ABC’s Jim Ryan reports from Texas, where anyone who sells a cemetery plot starting on New Year’s Day must first register with the state.
