With the clock ticking down to their summer recess, lawmakers in Washington are trying to come up with a plan to deal with the surge of illegal immigrants — particularly children — who’ve made their way into the country this year.

In Texas, where the lion’s share of undocumented immigrants have entered the country, millions of dollars has already been spent to address the problem locally. And there are signs that it may be working.
