Interview: Battle Brewing Over Chemical Regulations

A year after the fertilizer plant explosion that killed 15 people and injured hundreds more in West, Texas, state lawmakers have suggested new regulations on the storage and handling of hazardous chemicals.

But some in the Texas Legislature complain that the proposals are too restrictive and would over-burden small fertilizer businesses in one of the nation’s biggest agricultural regions.
