Inmate Parell Seay received a special delivery according to officials. While doing roadside work as part of his sentence, a car tossed him a small amount of marijuana beside the road. Seay was assigned to a corrections work camp from Martin county when he was working and received the delivery. As deputies went to investigate Seay, he tried to toss the pouch and hit a deputy with it.
